The organic law of Abruzzo on forests and pastures (l.r. 4 gennaio 2014, n. 3) in the context of forestry legislation in force

Abstract

With the law of January 4, 2014, n. 3, Abruzzo adopted a comprehensive legislation on forests and pastures. The
law promotes, in various ways, the planned management of forests and pastures, both private and public, of which
considers the economic value, while framing it within a framework of sustainability and multi-functionality.
The definition of forest is modeled along the lines of the one already established in other regional laws
and legislative decree no. 227/2001. The law extends geological constraints to all forests. Special provisions
are devoted to the protection of monumental trees and ancient forests, but also to the arboreal formations,
which do not constitute a forest and, in general, to the protection of the trees in Abruzzo. A specific discipline has given up to forests and pastures subject to commons, which in the region are present in large quantities. The administrative functions relating to forests and pastures are concentrated in the hands of the regional service responsible for forest policy, of which the law provides the strengthening, and to which attributes new powers in assessment of the implications of plans, projects, etc., for the sites of the network “Natura 2000”. In addition, the law prescribes for the continuation of the collaboration between the Region and the State Forestry Corps. The law, which is already directly applicable in many parts,will be executed by regional regulations, but also with the deliberations of the Regional Government.
